Getting licensed in Delaware
Level 1 — Learner's Permit: Available at age 16 (under 18; or up to age 22 for students on an active IEP). Applicant must pass the knowledge and vision tests and complete a state-approved driver education course. Delaware Driver Education consists of 30 hours of classroom instruction, 7 hours of in-car (behind-the-wheel) driving, and 7 hours of in-car observation; completion is documented by a Blue/White Driver Education Certificate that must be presented at application. First 6 months are fully supervised at all times (a qualified adult must ride in the front passenger seat any time the permit holder drives). The sponsor must certify the permit holder completed 50 hours of supervised driving, including 10 hours at night, logged in a signed affidavit. The supervisor must be a licensed parent/guardian or approved licensed driver age 25+ who has held a valid Class D license at least 5 years.
Level 2 — Second 6 Months (limited unsupervised): After the first 6 months of valid, conviction-free permit driving, the holder may drive unsupervised between 6:00 a.m. and 10:00 p.m. When no qualified supervisor is present, only one passenger (besides the driver) is allowed unless all passengers are members of the driver's immediate family.
Class D Operator's License (full): After successfully completing the full 12-month GDL period with no suspensions/revocations and with the sponsor's endorsement still in place, the Level 1 permit automatically converts to a Class D license. Applicants 18 or older who never held a Delaware permit must first hold a temporary instruction permit (no 12-month GDL waiting period applies once 18).
