Getting licensed in Colorado
Instruction Permit (Stage 1): Available to minors under 18 (commonly starting at age 15) after completing a 30-hour driver education course. The permit is valid for three years. A permit holder must always be accompanied by a licensed driver age 21 or older seated in the front passenger seat. A parent, guardian, or Colorado driver over 21 must sign an Affidavit of Liability and Guardianship (form DR 2460), assuming financial responsibility; that signer can later withdraw the signature (form DR 2464) to revoke the minor's driving privileges.
Upcoming change (HB24-1021, effective January 1, 2027): Applicants ages 15–17 will be required to complete the 30-hour driver education course before a permit can be issued; ages 18–20 may instead choose a 30-hour course or an in-person 4-hour driver awareness program.
Minor (Intermediate) Driver License (Stage 2): Available at age 16. The applicant must have held the permit for at least 12 months, completed 50 hours of supervised driving (at least 10 hours at night) logged on Drive Time Log Sheets (DR 2324) and signed by a parent/guardian/responsible adult (the free RoadReady app is accepted for logging), and passed a drive skills test with an approved driver education school. The minor license is valid until 20 days after the holder's 21st birthday.
Behind-the-Wheel (BTW) training: Applicants younger than 16 years 6 months must also complete 6 hours of behind-the-wheel training with an approved driving school. If no qualifying school operates within 30 miles of the applicant's residence, 12 additional hours with a parent/guardian/responsible adult may substitute (about 62 total logged hours).
